Banner Dismissal Timing After Opt-Out Signal

We've added a new timing control to USA Opt-out Signals, choose how long the banner remains visible after a visitor's opt-out preference has been applied and the confirmation message is shown.

• Set the number of seconds before the banner closes after the opt-out confirmation appears.
• Keep the message visible long enough to reassure visitors, or shorten the delay for a faster banner dismissal.
